No you can not refill once full of water just throw away

Can they be used in draws?

I really don't think so because they need to hang-up for the moisture to drain into the bag from the silica gel above, so the answer to your question is no I would say, but they do work extremely well in wardrobes and even in your car if it's kept outside. You are probably better getting the Silica gel bags on their own for your draws, I use these also for smaller spaces where damp could occur. Hope this helps!

Cut the bag, throw the water out, and discard the bag in the rubbish bin

How many do I need to hang in my wardrobe at the same time?

We have a built in wardrobe . One side of our wardrobe is on an outside wall so we hang up 2. One on the upper rail and one on the lower rail. Both bags beside the outside wall. Wouldn't be without these now as they do work extremely well.
