Will this fit with a hard top?

It will fit, yes, since the windshield retainer is on the inside of the windshield and the hardtop sits on top of the windshield, so theres no interference.

Will it fit on a 1960 cj5?

No. The windshield, whilst derived from earlier models, changed shape in 1976. I know it does not fit my 1951 as there is no outside ledge in front.

When I recently purchased my '85 CJ7, the previous owner included a bikini top (still in box). Upon trying to install the top, I discovered that the windshield channel was missing. I ordered the Bestop 51209-01 from Amazon. It fit perfectly, especially considering that a previous owner had already drilled the required holes. It took me more time to clean the weather seal from the windshield than it did to actually install the channel and bikini top. It works great. No issues.
