Is this an add water only brand of cake mix?

Can anyone explain why my cakes are coming out rubbery with this cake flour? I’m a professional baker and have never had issue with other brands

The only thing I could find on this topic was the comment, "When your cakes taste rubbery, what's happening is that the over-mixing of flour activates the gluten." Sounds like its getting mixed to long.
