I have regular spd (2 holes) can i use this to convert to 3 holes to use new garmin vector power meter pedals or do i need to buy new shoes?

I'm not an expert, but I don't think so. I used these to convert my 3-hole road shoes, so I could use them with Shimano XT PD-M8120 pedals. In other words, these are made to convert 3-hole to 2-hole, not the other way around

Can you use this adapter to wear two hole (mountain biking shoes) on a road cleat (such as power meter pedals by garmin or powertap)?

Yes this exactly what they are designed for ie convert a 3 hole road bike shoe to two bolt spds. You will have a problem though since Harmon’s are roads pedals and will require road cleats not spds

Does this adapter allow adjustment fore and aft?

Yes depending upon the shoe. I was able to move mine forward and back about 4 cm.

Does this snap into spd pedals on its own or do you need to purchase spd cleats for the shoe as well?

You need to provide your own SPD cleats. I was impressed with the design of this product. It was easy to install and works flawlessly,
