Q: does this product come with a charger? if so can it function at 220 voltage

Unit comes with a small transformer and USB type charger; 110-220v capable. Charger is not the drop-in "sleeve" type.

Q: Does this have weather channels?

The maritime weather forecast is broadcast by HM Coastguard on various channels at various times depending on your nearest Coastguard Station. Generally this is done on Ch 23, 84 and/or 86 but is anounced on ch16 just beforehand so the answer is "Yes". However there is no dedicated marine VHF channel for the weather. If you mean something like Navtex then the answer is "No". You would need a dedicated receiver for this. Hope this helps
