I’m not exactly certain but I imagine that there is a potential to absorb a little atmospheric water during processing and calling it 99.9% is a safety margin in the description so as not to be claiming a purity level you can’t reach.

Is this food graded ?

No isopropanol is not same as drinking alcohol its poisonous and you should avoid getting it on food but wiping down packaging will be fine.

do they came with spray handles or a little nozzle so can squirt some onto a towel, or is it just like a regular bottle with coin sized open hole

There just in a bottle with a child proof lid it’s brilliant stuff I use it to clean glue off of wood when I stick patterns on before scroll sawing (double sided tape)
