what is the color of this 'soil'?

Its a light, sandy color. Aquatic potting soil is a granulated clay, very similar in texture and appearance to the old fashioned (non clumping) kind of cat litter box filler. It gets a bit darker when wet. My pond plants really thrived in it this summer.

Does this need to be mixed with another product, or is this all you use (covered by rocks) for potted pond lilies?

Works fine by itself. Doesn’t really need rocks on top. I am using it with water lilies. Add a fertilizer stake as well. Use a perforated basket/pot.

I use fertilizer tabs in my water lily. Won't this allow the dissolving fertilizer to leach out & harm my fish due to it's porosity?

I've used the dissolving fertilizer tabs in my waterlilies while using this medium for 2 years and had no ill effects.

Would this work to make 'pods' for my hydoponic baskets?

I really don't know, but I don't see why not.
