I live in southern California 1.5 hours north of san diego seeds arrive march. can i plant them mid march or wait untill fall?

I'm not certain of the zone you live in, but I'm in zone 6...Southern Indiana. Our last winter (still experiencing), was/is a rough one due to snow and temps pushing, zero. I expect I've lost mine for not putting down a frost blanket. 
Your weather will be much more tolerable than mine. I don't think you would have much, if any, overnight frost. But here's my unprofessional advice: plant after last possible frost in Spring. I planted mine in the fall, as this is when I received my order. I ordered two packages and marked each tuber at planting. Be sure to soak your tubers for the recommended time beforehand as this is important to success. My reason for suggesting Spring for planting is that all I had was leaves come up, and then that was only half of my tubers. At the time I was hoping after being established, next year would be more promising. Now I'm not so sure I will have anything. Our winters have normally been quite mild...but not this one.

Can these be started in a vase/jar with loose rocks? Once they bloom indoors can they be transplanted outdoors?

Thank you for asking!  No, ranunculus can not be forced indoors.  These do need to be planted in soil outdoors in Zones 8-11.  I hope this helps!

How long does it take to germinate?

Seeds germinate, these are tubors. Soak in tepid to warm water a few hours before planting. These should begin to sprout in a week or two.
