Will the elastic loops hold .22lr?

No - loops are way too big. I am using it with .270. But you could put .22s in the pouch part of it. I think you could easily put a box of 50 in the pouch.

Rear buttstock strap? I don't see it in the photos on this listing but a rear buttstock (aside from bottom 3) was mentioned in a video.

It's a 9 inch removal strap that goes on arond your butt stock.then it gets attached to the inside via velcro. .side ammo pouch and inside ammo pouch..3 main straps for around stock then that 9 inch strap around butt stock and padding on side..I bought 3 of these after my first one.there pretty niche..the 2 ammo straps are removeable also if you don't like them where there at..

Will this work with my 357 magnum Rossi R92?

That depends on what your intended purpose is for this item on your Rossi R92. I use them to raise the comb of the stock for a better cheek rest eye scope alignment. They fit on my Savage Axis & 110c, Marlin 22xt & 795, and Henry Golden Boy. My son has one on a Mosin.
