Q: can it be mounted outside upside down?

I believe this would allow water to sit inside it and affect it's capability to work properly. Also, if you live in a cold climate then it could freeze.

Q: Is this an actual air admittance valve, or simply a charcoal filter?

It's both a vent and a filter. I use it to keep rain and snow out of the venting system. The air comes out the bottom of the cap. Works fine for me.
