Q: will it read a 400 mf capacitor

Well the HS36 mf is rated to 400mf. The most i have read was 370mf . Im pretty sure it would read 400mf.

Q: Will it show me compressor start amps?

Yes set adjuster lever to amps, put the clamp around the wire(one wire at a time) and cycle compressor on( run compressor for 4-8mins between each wire check/ amps per wire)
