How can this be "reef safe" when it contains avobenzone, homosalate, octisalate, and octocrylene all of which damage reefs and some banned in hawaii?

“As of October 1, 2022, the sale, distribution, or use of sunscreens with any active ingredient other than ‘non-nanotized’ zinc oxide or titanium dioxide is banned, unless the user has a prescription.” (In hawaii) These companies have known about this for awhile, I think the octocrylene and others were put in a bill in june 2022. There have been many lobbying groups opposing this, but many, independent studies worldwide have shown a lot of chemical sunscreen are easily absorbed into the body and can cause premature puberty in children, cancer and reproductive issues and damage coral reefs. and aquatic life. The nano zinc can hurt coral reefs too.
