how does it hold up outside in cold (new england) weather?

I used it as glue to hold styrofoam to concrete under water to prevent puncturing a pond liner. It has been 3 years and it is still working. The pond freezes every up state NY winter.

Is this essentially the same product as the yellow expanding foam, just a different color?

Chuksim, i don't know the yellow expanding foam is, but if you are looking for pond seal, then this product will good to bond plastic and rock, rubber together.
