I have thin, fine, wavy frizzy hair, and want to define the curls, reduce friz and not weigh down?

My hair is fine and frizzy also and have found using a small amount, about the size of a nickel, works for me. I suggest you experiment with the amount you use to see what works best for you. that is what I did. Hope this is helpful. (my hair is short, just a little below the ears.)

does this work on wavy hair?

Yes this product does work on wavy hair as well. Any wave, curl or coil will work perfect with this product. It also depends on how you would like to use this product. For me it adds a soft, manageable hold, along with eliminating frizz exceptionally well.

is this a thick lotion or runny, watery lotion? I have super fine curly hair and don't want it to weigh down or look greasy

Emily I also have super fine hair that I wish was full. This product is not super thick. I don't have to squeeze the tube much for it to come out and it spreads easily in my hands. I don't feel as though it weighs my hair down. I truly get soft curls with no greasy look at all. I also add a tiny dab of Gel after this for control. Still not greasy. And I'm prone to greasy hair...add that to my lovely list of hair problems! ;-)

Does it hold like a gel, or do I need to put gel in my hair afterwards to hold the curls?

I love this product. I do use a little dab of gel as well. I don't think the smell is strong. But I know some have said it is. I've bought it twice and continue to use it. I have wavy hair that I work to get curly. This product definitely helps. Nice soft curls.

Locks in moisture, holds curls, and anti frizz!

Great product, definitely provides soft curls while giving definition. No frizz and holds well. The smell is nice but strong, if you're into a detergent type scent then you'll like this.
