Q: I see the of is 3/4 what is the ID of the top.

The id of the hole opposite the hose end is about 21/32. The hole tapers smaller the further in you go. Don't know if thats what your asking for.

Q: Is there a tool that fits to tighten from the top of the livewell? I see the drain has some type or pivot.

No special tool that I know of… I’ve always hand tightened and if you need to tighten more I’d use a pair of channel locks…be careful not to over tighten, it will strip very easy…. Good Luck

Q: Can this be used below the waterline?

I wouldn't do this. Not designed for this. Use only brass fittings below the waterline on a boat. Too much risk of failure and sinking your boat.
