Yes, I had the same concern. I use Arishine Magic Nail Polish... https://www.amazon.com/dp/B07X6HVL5K?ref=ppx_pop_mob_ap_share You need to remove the shine layer with acetone first- but that is minimal and only on the gel layer, not your nail. Once you remove the shine brush that product on. The dip becomes a jelly that you can wipe off! No smell, no damage to your nail/nail bed, etc.

Do you need a lamp to finish the top coat?

No lamp required!! I highly recommend watching YouTube’s and then go for it!!

What is the benefit of using the clear powder as a top layer?

It's almost a must-have for all the powder colors with glitter. I've also used it over regular polish, nail stickers, and by itself.

Why isn't it clear like in the picture and i used dehydrater and primer but it still lifts and can I use this powder with regular dip powder base?

This particular brand creates lots of air bubbles giving more of a cloudy mess look! I ended covering it with gel polish but the nail I wanted to say clear for nail art was just messy looking! The primer and Dehydrator I used was from a different site but I had no lifting after it! Make sure you are preping and cleaning the nail before priming! Yes you can use regular dip powder base with that brand! Hope this help!
