The belt measures 46 inches but probably would only fit to about 44 or less due to the way the buckle works.

What's the difference between the 2 colors shown? One is black and the other is black black.

Pacsafe has two shades of black. I have a Pacsafe purse that first came out in black and is a very dark gray which you think is black until you compare it to the newer version of their black which is very dark black. That may be what is happening with this belt.

Is the zipper on inside or outside of belt when worn

The zipper is hidden from view when worn.

Can you change the buckle?

No, if u do, u have to find a buckle that locks to the material. The belt have zipper.
