How do you read this thing? There is no arrow or other marking that acts as a guide.

There are two disks that rotate independently. I believe one is for automatic temperature compensation & the other is the specific gravity. When you take a specific gravity measurement, it will be obvious. Suck in enough battery "water" to cover the discs. It really is a brilliantly designed hydrometer, so much better than the glass tube & float type where you have to calculate the SG based on the temperature compensation read on the thermometer.

You squeeze the electrolyte back into the cell after testing right? And do you have to rinse it out before taking the next reading?

Yes, replace the electrolyte. Once out and you move to the next cell squeeze the bulb and suck in the new electrolyte three times to mix out any remaining electrolyte.
