Yes. You can transfer to external flash drive by this Lightning to usb adapter. But Some large drives may require external power which can be provided via the female lightning port on the usb adapter.

It can work with iPad Air 2 with ios 8.0 above version.

Can I charge through usb and listen to music through usb-c?

I have never tried it, but I would expect both ports to fully support both charging and data. One of the photos with the listing appears to show a camera connected to USB while charging through USB-C . I would expect the reverse to be possible also.
