NEITHER. One end is sized to correctly fit over the outside diameter of 2 inch PVC pipe, and the other end is sized to correctly fit over the outside diameter of 1-1/2 inch PVC pipe. The sizes given are the INSIDE DIAMETERS of the PIPES. These are plumbing fittings, folks. That's how the plumbing world works.

Why do so many reviewers clearly not understand that the given sizes are the nominal sizes of the pipes that fit this fitting?

Because there are no accompanying dimensioned diagrams. Not everyone knows the origins of sizing pipes...we need Inside diameter and outside diameters measurements on printed pix.

What are the actual IDs of this part? The reviews indicate it’s marked incorrectly.

The reviewers are wrong because they don't understand how these things are sized. One end's ID is sized to correctly fit the OD of 2" ID Schedule 40 PVC pipe. This end is, therefore, 2.375" (2-3/8") ID, as it should be. The other end's ID is sized to correctly fit the OD of 1-1/2" ID Schedule 40 PVC pipe. Therefore, this end's ID is 1.875" (1-7/8") ID, also as it should be.

Is joint compound or Teflon tape needed when using this to join galvanized nipple with pvc trap?
