Yes, you can easily use a camera. It will depend on your phone, they will not work with my IPhone. These are liners though not meant to be worn by themselves. So dexterity and use will also depend on the type of glove you slip these into. If you use a glove with electronic use finger tips your smart phones will work.

Q: Are these good for cold weather? For me its the first time going to the states in winter

These are designed to be worn underneath another pair of gloves or mittens in cold weather. They may keep your hands warm if you are just driving or walking from your car to a building, but they are not designed to be worn alone, outside in the cold for any extended period of time.
