What is that plastic attachment on the mouthpiece?

The plastic attachment is the mouthpiece. In it are slots correctly placed over each tube making it easier to play, somewhat like a large harmonica. By the way, when I got mine a couple of the tubes were out of tune, so I adjusted the tube length by moving the plug at the bottom of the tube in or out with a knitting needle small enough to go through the mouthpiece slot. I think this one is good for kids because it's easier to play and keep clean than the wood ones. I hope this helps.

Does it come with instructions?

No, just the flute in the case. All you need to do is blow. No songs or any info on what the notes are.

Is the mouth piece part removable so you can play like a regular pan flute?

Unfortunately no. I Believe it is glued on quite well. My sister is a flute player (I got it for her) and she plays it just fine with the plastic piece on. However, she says that it's hard on the inside of her lips when she plays for a while. Sometimes she has to put vaseline on her lips to help her move.
