Exactly what it says. LIQUID. And SEAL. Not so much for dip applications such as for tool handles. Takes longer than plastic dip to dry. When dry has a tacky feel too it. Though they are marketed as nearly the same thing they are not. It is most certainly a flexible seal. Works great in its own right.
