will this latch fit a 3/4 in cabinet door?

I bought the two pack and was wondering if these co e with the black nuts that screw on them?

I've bought both the black and chrome in the past and they came with the plastic nuts.

When the push button is extended, is the latch retracted, or does it stay extended in both positions?
