What is the length and the thickness of the bands?

The tubes are 3 foot 9 inches long. Adding in the handles and straps makes each 5 foot 9 inches. The thickest tube is 0.44 inches, and the thinnest is 0.32 inch.

Can you use these band in the pool?

I have no idea why it would be a problem to used the bands in a pool. They are some sort of rubber and the attachments are nylon and plated metal.

Do these have a strong rubbery/latex smell to them?

Not very strong, and the smell fades fairly quickly.
