Anybody using these lids with Vollrath 1/3 pans? Do they fit?

I purchased Winco 1/3 size and they fit perfect. Hope this is helpful.

Is this item Stainless steel?

Yes item is stainless steel and fits the same brand of pan. I love se mine in place of a basket in a 45 qt yeti for meats and cheese. Works great.
