Directions say, "Usage level: 0.1% - 0.3% by weight (7 - 9 drops per pound of solution)" 3 oz = about 1/5th of a pound so that would be 2 drops

Im making a 100g jar of a facial mask, how much should I put?

It says 0.1%-0.3% , so for a 100g product you would add between 0.1g-0.3g. Because 1% of 100 would be 1g....If it was a different recipe you would have to add up the total then do the math to figure out what .1% of it would be.

What is the consistency, does it leave the mixture unchanged or does it make the mixture tacky?
