Is this good for dry hands?

I don't know if it is good for dry hands, but I don't believe it is bad for them. I haven't experienced any drying or other irritations from this soap.

Is this supposed to be Jelly-like?

It's not jelly like. It shouldn't come out in chunks. Possible that the temperatures are too cold that might cause it to lump. If it does, see if it melts to a viscous solution. The jars and refills I've gotten is close to slime like, thicker and not too runny though.

Is this considered mild pH neutral as to be safe on plastic such as digital piano key? (With dilution)
