is this oil ISO 68 equivalent?

Hello Sir, yes the Mobil Vactra 2 is a ISO 68 OIL

Is this oil clear in color or amber ? i'm looking for a clear iso 68 way oil i prefer it because the sulfur in some oils will cloud a sight glass.

This oil is definitely not clear. I would say amber to even dark amber in color.
