Does it fit on golf cart?

Hello, Yes the mini staff does. The full size staff is much harder to fit on a cart. Thanks.

Can it fit in a cart or push cart?

It does fit Clicgear 4.0, but not the older 3.0 model unless the, sold separate, staff bag extender used. it is a tight fit on the Clicgear 4.0. The large compartment where the cover is stored is compressed about 1/2" to 1" when the straps that secures the bag to the cart are properly tighten.

If you mean rain cover, then yes, it is included.
