Q: does it close to 0.5"?

No it does not. I measured it fully closed and it is as the specifications say on Ram's website (.625" diameter or 5/8"). Though I have to say the .625 is the opening between the rubber linings and it may not clamp on tight enough. If you want to tighten it to have a good grip you may want perhaps a 11/16" or better yet 3/4" diameter bar as a minimum.

Q: What the min and max range that this mount will clamp on to a circular bar?

This clamp is way to large for a 5/8's bar.....I found out the hard way.

Q: How well does it hold, say a zumo 660, on standard (not shorty) aluminum ram arm in the rain?

Not familiar with the Zumo 660 but as long as it has a 1" handlebar this clamp will work. I attached it to a 4 by 4 ATV and it's a snug fit without any problems of movement. If it's chrome, wrap a piece of electric or duct tape to help with any slippage.
