Can you get a close shave with this razor?

Yes! The All-In-One Skin Conditioning Solid eliminates the hassle of additional soap, gel or shaving cream. Simply wet the skin conditioning solid and shave pressing gently, keeping both the skin and the razor wet. Wire wraps are thin pieces of metal about the size of a human hair and the purpose of the wires is to help control skin flow over the blades to help provide a close, safe and comfortable shave.

Is this the razor that has the thin wires around the blades to help minimize knicks and cuts? I am looking for my 10 year old first time shaved.

This is a great razor for young kids cuz the big soap ring keeps cuts to a minimum and also means it doesn’t need the extra step of shaving cream. I don’t think it has anything that makes it unable to give nicks/cuts tho.

do different blades/"scents" fit on all the handles (can you bye different heads that will fit on one handle)?

different scents yes, different blades I have no idea, as far as I know they come standard but in different scents that all fit the same handle
