What glue would stick fabric leaves/ flowers to this wreath? Tried modge podge and pva and won't stick

There are specialised glues for these crafts called white styrofoam glue if you are applying things directly onto the foam. If you search you tube you can see what others are using. I attached things through it using wire so I didn't need glue. I hope this helps
