It cuts easily with scissors, so you can get the exact length you need. Once it's down, it stays down (just make sure you clean the floor really well first!). It would not recommend doing so.
This floor transition strip doesn't with a notch, so it only works for decent flat surfaces.

This is a great product and it looks more expensive than it is. Easy to use with good adhesive. The only downside is that I needed a longer piece than is available in a roll - I had to line up two pieces which is easily visible in my room.
