Could you apply this over gel base and add a gel top coat tomake it last longer?

Yes that's what I did and it lasted much longer didn't have any chips for at least a week which is brilliant for me as I work in retail and their always chipping

Do you need a top coat and if so which one is best?

You don't need a top coat, but you can wear one to protect the polish and prevent chips. I use the kensington caviar topcoat by nails inc, but you can use any top coat that's not mattifying

Is this actually holographic or just iridescent or sparkly?

The definition of holographic(in my mini Oxford dictionary) is a 3 dimensional photographic image, so no they aren't. However, they look stunning in bright lights or the sunshine. I am sure you won't be disappointed.

Is this gel nail polish?

Nope, it is a regular polish (but a fantastic one!). An easy way to tell is that gel polish has to be packaged in opaque bottles, so as to be obscured from UV rays. Anytime you have a see-through bottle, you can know it's not a gel.
