Can this machine handle 7" plate with wool pad?

Yes. I use it that way all the time.

The description is unclear. Does this machine have electronic speed control? That is, does it compensate under load to maintain consistent speed?

Yes. I use it to clean upholstery. If I keep the trigger pulled and lift the polisher off the piece I’m cleaning the speed stays the same even though there is no load on it.

Is working at 110 volts?

Yes that is correct, all US spec RUPES tools are setup for standard US outlets.
