You are simply constrained by the overall PoE power budget of 60W total. This is not misleading by the manufacturer or seller. Even Cisco corporate 48-port PoE switches that cost signaficantly north of $10,000 are sold as 48-port PoE+ switches with a power budget of 485W. This just means that you can't use all 4 ports for PoE+ simultaneously due to the power budget. Very standard at all levels of networking. **Q: Is there a safety feature where it won't provide the power to the ethernet cable if the device is too large? like a pc?** A: Yes. It will not have POE unless it is required by the device. If a switch is industry-standard 802.3af or 802.3at compliant, it will not support passive POE.
