Is the elastic band covered on the inside bottom sides and back?

Not racerback but straps can be easily converted to a criss-cross in back.

I bought a 36D but the band is just a little big on the tightest hooks. cups r good w/ a little space 2 give. Would it be pointless to try a 36C?

I'm probably wayyy to late to help you, but maybe someone else will see this. If you don't have a tape measure to check, and 36 band was too loose (that's where youd go down to 34. But also, to get the longest life from any bra, you should be putting it on its TIGHTEST fit/hooks. It should be a little snug but not painful. As it naturally stretches over time, you move the hooks outward. (I used to fit women for bras). Also, any change in band (#) will also affect cup size (letter), so a 34 D will also be slightly smaller in the cup, and my guess is that is probably your true size based on the info you gave.
