I have 9v 0.6a router adapter can i use this ic to convert 9v to 5v i want to charge li ion cells using tp 4056 charging module?

The LM317 would work just fine. It is adjustable so you can tweek it to the exact voltage you want. At .6A it might start to run a little warm. It wouldn't hurt to use a heat sink. Keep an eye on your charging current too.
