Q: Will this work with a 2008 smart car? Are the rims included?

No rims but yes it do fit an 2008 smartcar. I got 2tires for the front of my 2008 smartcar fortwo passion cabrio. About to get another 2 for my rears. I had it shipped and installed by Pepboys. Hope it'll work out for you too.
