The description states cord is NOT UL listed. Why?

The shorter cords are UL listed but not the 10 ft. cord. Maybe UL doesn't test or certify 10 ft. dryer cords. If you are really worried about a fire hazard because of the lack of UL listing I would go with the 6 ft. cord.

Can this be used for a new hot water heater?

Hot water heaters are generally "hard-wired" and not plugged in. Research your county's website or guidelines. Perhaps you could also contact your local big-box store as sometimes there are professionals working there who may be able to answer your question.

Can I replace the 3 prong cord I have on it now, with a 4 prong

Yes. you will just need to unwire the old plug in the back and use the color coded wires. It takes about ten minutes but fairly easy to me as someone that didn't know what I was doing going into it.
