Is it safe for exterior paint on a car. It will be used to install a decal on a car. I want to make sure if I remove the decal paint is safe!

No, I would not use this on exterior paint on a car. The purpose of this material is enable a very tight bond of adhesives. I've used it as a "primer" for adhering iPad screens and it works very effectively. I'm afraid that if you have to remove the decal, you would also remove the exterior paint.

Will it permanently damage ceramic tile if applied? I'm trying to get peel and stick vinyl tiles to stick to ceramic tile surrounding my fireplace.

This is just my opinion; I don't think this is damage the ceramic tile. I would try this primer on a small area to see if it shows and if it can be scraped off.

It's a one time use only. As soon as you break the glass neck inside the cardboard, and use the primer, you throw it away - otherwise it just evaporates.

Will this discolor the plastic if used on the interior of a vehicle to get vhb tape stick? i potentially would want to remove the tape.

When I used it, it seemed to change the texture of the plastic. The mount I put up (which sits upside down with radar detector mounted to it) has stayed firmly stuck, after several failed attempts at getting it to stick before. I have not removed it to see underneath.
