Can these balloons be filled with helium?

Yes, the latex balloons can be inflated with air or helium. Inflating balloons with air will not float.

Is the balloon garland kit safe to build indoors?

Can be built indoors, but be careful with your walls. Stickers may peel off wall paint and wallpaper, these are only used to secure balloons to balloons.

What are the glue does for?

Because you have different size balloons you'll end up having little gaps in between them. I used the dot glues to stick little balloons in the gaps with the big balloons.
