Would this properly cool down an ryzen 9 3900x? the corsair icue h150i elite capellix, has anyone have any issues with it what so ever?

The 360/420mm variants are next to the best coolers on the market, they will be fine cooling the R9 3900x, you may run into some slight performance difficulties with the 120mm, the 240mm, 360mm, and 420mm will do more than what the 3900x needs to keep under the 95*C it throttles at

can you disable the rgb?

As others have noted iCue is the dashboard that manages your Corsair products and allows you to create lighting profiles for all your Corsair RGB devices. I typically create 1 blank profile that has no lighting and then create a key assignment (F12 in my case) to switch to it from the other profiles. This way by hitting the key it will turn the lights off (great for when you want to sleep).
