What's the maximum extensible length of the leash?

The maximum length is 37 inches.

I have a big two year old (30 lbs) who is very active and pretty strong. Will this harness fit him? Will there be any room to grow?

I use it for my two year actually and she is about 30lbs and 36" tall and it works amazing. It's adjustable and should fit your child for a while.

Do the shoulder straps adjust?

There is an adjustment on the shoulder strap but it isn't easy to adjust.
