Can it hook onto a string line

I would not hook this to anything other then solid surface, the weight of the plumb would affect the straightness of the line.

Does the sting come out a round hole fixed location or slat?

yes out of round hole . my string broke after about 2 months of use plumbing door frames about impossible to restring it wish i would of bought a less expensive 1 im sure it would of lasted just as long .contacted seller and they said they had a 30 day warranty so i was sol. went to tajima website they said 90 warranty .i emailed them an got no response.very disappointed

Does it measure? If I want two points to be exactly 18” vertical distance (not 18-1/8, not 17-15/16), is this the tool for the job?

No , it a wonderful plumb bob. You can pull it down and it will stay exactly where you set it- measure 18" and go from there
