Rephrasing my question. Will these wick any moisture that runs off of a pad into my pants or will my pants stay dry? (Sometimes pads can't hold it all

These underwear do have some absorbency. You can leave through the bad and it won’t leak through the underwear all the way to your pants. I still recommend replacing pads frequently.

Has anyone bought the petite size that fits 23-34in instead of the regular size? Is there much difference? The regular size is sold out,unfortunately.

The difference between both is that the Petite is fro women with a smaller torso, It will still fit just probably will sit a bit lower.
