Is this the same as sand ginger powder? not to be confused with ginger powder, i'm asking if it's the same as "sand ginger powder" (沙姜粉)

I've never heard of "sand ginger" before. Galangal (Alpina galanga) doesn't taste at all like ginger, and methinks it has no relation to ginger. Maybe google "sand ginger" to see what that is.

What is the substitution amount for (9) 1/4" slices fresh galangal which will be strained out after boiling?

Never having boiled fresh galangal, I could only guess. How big are the slices? How much water are they being boiled in? You might have to taste test and determine the quantity of dried galangal to the boiled galangal.
