What gauge is the metal? Will the 15 mm ring go through a 2mm hole.

The wire used to make ring is approx 1mm dia so I think you might find a 2 mm dia hole a bit tight. The way the ring is made means there are 2 turns of wire which would equal approx 2mm.

What size would you recommend (20/25mm) for a handmade keyring?

I used 25mm split rings for a school 3D printing key ring project. The key rings were a maximum size of 40mm square and the 25mm split rings looked perfect.
