Will this work on a1996 Subaru Legacy Outback wagon?

Yes, it will work on any vehicle that has an OBD2 Port. The 1996 Subaru Legacy Outback model should have the port located close to the hood release handle. (maybe behind a plastic drop cover???)

This scanner compatible with 2015 Mazda5?

According to the documentation received with the tool it is but since I have not used it on subject vehicle, I can't affirmatively answer that it is compatible.
